A call to repent during a terrible locust plague
Joel wrote this prophecy to the people of Judah. He was probably a resident of Judah himself, as he frequently mentions Judah and Jerusalem. He probably ministered during the reign of King Uzziah about 800 BC, alongside the prophets Amos and Isaiah. At that time, a great public calamity threatened the land: a severe lack of water and an extraordinary plague of locusts. Facing this impending disaster, Joel called his countrymen to repent and turn to God.
